There is only one way to rule, and that is to rule absolutely. Fear is what keeps peasants and kings in line; fear of death, fear of Judgment, fear of a God. Every ruler must make himself a God in his own empire, and that Empire must be the only Empire. Justice must be swift and harsh, and the law must apply to everyone. The army must be cold, and disciplined with fanatic loyalty to the Emperor...The God Emperor. If any of you falter in this-if you have any doubts, anything less than complete devotion to this concept-read no further, for surely you are not of the proper mettle. Oh yes, one final word before we continue: you should feel fear. Fear greater than any you have ever felt. Fear above all other things! Except...loyalty, a loyalty upheld by fear.
   Now that we are past the petty formalities, on with the Truth.
   Your Government should have one position of total, absolute power. One person, who cannot be questioned or contradicted. That way, there is always a source of absolute command in which no precious time is wasted with endless bickerings of councils and senates in the name of "due process." The person in the position of absolute power must be of strong character-physically, emotionally and morally-and all power must be his! A symbol of authority and power must be established. A grand palace, unlike anything ever before seen, will suffice. You must place loyal advisors in positions below you to manage and control your Empire. You must have an army more formidable than anything your enemies-or your friends-could possibly wield against you, and you must crush those who oppose you completely; thus, you impose a long and prosperous "forced" peace throughout the Empire. Your army must worship you as a God and their allegiance must be fanatic. Economy and trade will be protected under your "forced peace" and your Empire will flourish as never before. Yet, people will still call you a tyrant, and though they will have achieved a level of happiness and complacency never before experienced, some will yet curse your name. Root these out and render Justice unto them; for, be it human nature to despise those who are in power, you must be greater than human-an awe-inspiring entity, feared, loved, and worshiped!
   You now possess the knowledge that will enable you to rule an Empire. It is now up to you to achieve this potential. Of the millions of "you," only one will have the determination, ambition, power, and proper frame of mind to achieve this...but you all have the knowledge now; provide the fuel to feed it. Go now! Forge your Empire and make your mark upon the world! Your World! Your Empire.
