Cooperation

Suffice it to say that the protocols are designed to work in a decentralized way, and each node asks its neighbor to pass the information along until it reaches its intended recipient.

And, if the recipient can’t be found, the information has a finite lifetime, so it can’t bounce around the Internet forever.

These processes -- DNS lookup, IP routing -- happen every time you connect to a website.
